Bulgarian Regulatory Framework, Judicial Practice, Departmental Regulations, Annotations of Articles in Specialised Publications

The module "APIS LAW" is a part of legal information system APIS and is designed for helping the use and enforcement of the provisions of the Bulgarian legislation.

Contents of the module "APIS LAW": 

  • the full texts of the existing regulatory acts updated, amended and supplemented;
  • an archive of amended and repealed provisions of regulatory acts;
  • the full texts of historic versions of acts;
  • completely repealed regulatory acts;
  • decisions and rulings of the Constitutional Court;
  • rulings, judgements and determinations under civil and criminal cases of the Supreme Court of Republic of Bulgaria;
  • practice of the Supreme Court of Cassation and the Supreme Administrative Court, including tax cases, entered into the module on a regular basis before their publication in the bulletins of the Supreme Administrative Court;
  • awards and determinations of the Arbitration Court at the Bulgarian Chamber of Commerce and Industry;
  • case law of the European court of human rights;
  • by-laws of ministries and other central departments – letters and instructions not published in the State Gazette;
  • annotations of articles and comments of specialised publications in the field of finance and law.

Functional capabilities of APIS LAW:

  • Updating of the database after each issue of the State Gazette as early as on the date of its publication;
  • Structuring of the information by subjects;
  • A system of hyperlinks between documents;
  • Quick transition between separate parts of the currently viewed act by using the contents of the document;
  • An option for viewing the contents of certain act as it was prior to its amendment through the Document History Function;
  • An option to compare two versions of regulatory act with marking all amendments and suppliments made in it;
  • Browsing of published regulatory acts by entering a selected number of the State Gazette issue, entering and supporting on a regular basis the annual summaries of the State Gazette issue with referencies to cited acts;
  • Referral to texts of the acts as of certain date in the past by the "time machine function";
  • entering and supporting on a regular basis the preparatory legislation;
  • entering and supporting on a regular basis the full texts of amending regulatory acts;
  • A glossary of legal definitions and terms with an index of acts defining them;
  • better visualization and sort of search results - common dialogue window, which gives an opportunity for universal wildcard characters such as “*” and “?” without reference to their number and position in word text;
  • Search of documents by words, part of words or phrases contained in them;
  • An expert module for search of documents with a content similar to the currently viewed act – the degree of similarity is determined by various criteria, the basic one being matching of the terms describing the contents of the acts;
  • An extended search by use of logical operators, synonyms, word forms, various filters, an index of saved previous requests with an option for editing, means for formatting the result;
  • allowing for complete acts or parts of them to be transferred to other software applications or recorded onto a disk;
  • An integration with MS Office – MS Word and Excel, an option to save documents in RTF-, HTML- or PDF-files
  • A print preview option and printout of complete acts or parts of them;
  • An user friendly interface.

Internet-version of the module APIS LAW

APIS LAW is distributed not only as a module of a desktop-application APIS. This module has also an Internet version and is accessible via Internet, where the database is on the Internet server of APIS and the user pays for the right of access to it, with no need for him to update it on his own computer. This mode of use is recommended for users who have at their disposal fast and stable Internet access. The Internet-version of the module offers almost the same functionality as the desktop-version. Some differences in the user’s interface follow from the specifics of the usage through Internet-browser.
